Symptoms
EP_MGRDOC process is not creating performance documents due to group build count returning zero
Steps to reproduce the issue:
1. Create a query
Reporting Tools > Query > Query Manager
2. Create Group Build with this query , Click Launch count
Setup HCM > Common Definitions > Group Build > Group Build Definition
3. 0 appears instead of employee from query
4. Use this group build to create performance documents, performance document not created
Workforce Development > Performance management > Create Performance Documents
