EPY: When Adding a New Deduction Code, Weekly Pay Frequency Is Not Saved If New Pay Frequencies Are Added.

Symptoms
When adding a new Deduction code to the Deduction Table, it is not allowed to add Weekly, Biweekly and Monthly pay frequencies. Instead, one will fall off when the Deduction code is saved.
Also, when adding Semimonthly and Weekly in Correction Mode, only Semimonthly is saved. When correcting Semimonthly to Weekly, the record failed to save for all five pay periods because week three is unchecked during the attempt.
Steps to reproduce the issue
Scenario 1

1. Navigate to Set Up HCM > Product Related > Payroll for North America > Deductions > Deduction Table and add a new General Deduction.
2. In the Schedule page, the Weekly Pay Frequency will be showed up as default.
3. Click in the "+" button and add a new frequency B(Biweekly).
4. Click again in the "+" button and add a new frequency M(Monthly).
5. Save.
6. Only Pay Frequencies B and M will be saved.
Scenario 2
-----------
1. Navigate to Set Up HCM > Product Related > Payroll for North America > Deductions > Deduction Table and create a new General Deduction with Pay Frequency W(Weekly).
2. Save.
3. In Correction Mode, add the Pay Frequency S(Semimonthly).
4. Save. Only Pay Frequency S(Semimonthly) is saved.
