E-WF: Emails are not Sent from Notification Page

Symptoms
The site: PeopleTools 8.61, FSCM PI49.
Emails are not being received using the Notify button.
The issue can be reproduced at will with the following steps:
1. Log into PIA.
2. Navigate to PeopleTools > Process Scheduler > Process Monitor.
3. Click Notify button.
4. Fill in required fields.
5. Click Send button.
6. Check Email inbox and no emails are received.
