ePerformance Track Progress Status Shows Incorrectly when Viewing as Administrator.

Symptoms
When viewing an ePerformance document as the Administrator under the Workforce Development menu, the displayed status is incorrect when at the TP- Track Progress step.
When Manager has not begun and sub status = Not Started, Admin selects to view the TP step, the document opens in a new browser window and displays the status as 'Complete' and displays a message that says 'this is a copy of a completed mid-period checkpoint'
Note this issue is reported for CLASSIC ePerformance.
When viewing a document in the Define Criteria status, the Administrator cannot select to view the incomplete document and does not receive an incorrect message.
Steps to reproduce the issue:
1. Create 1 ePerformance Template with Define Criteria & Track Progress Business Procedures.
Set Up HCM > Product Related > ePerformance > Document Structure > Document Types
2. Clone that ID and create 1 ePerformance Template with Track Progress Business Procedures.
3. Create one of each template.
4. Immediately go view as Administrator.
Workforce Development > Performance Management > Performance Documents > Create Performance Documents
5. When EP_REVIEW_STATUS = EC (Evaluation Complete), Admin cannot view, document not available.
6. When EP_REVIEW_STATUS = TP, Admin can view by expanding steps and clicking view, Admin sees 'complete' messaging.
7. This continues to happen at every TP sub-step.
