EGL: When Using a Process Option = "Edit Journal" On the Journal Entries Line Page, the Journal is Not Automatically Submitted For Approvals When Edits Are Passed as Per PeopleBooks

Symptoms
Recently upgraded to 9.2 PUM 51 which includes enhancement Bug 35602724 - ENH: JOURNAL WORKFLOW ENHANCEMENTS. Information for this bug states, "Enhanced the Create/Update Journal Entries page and the Process Request Parameters page to allow you to automatically submit a journal to the approver if the journal passes the edit check."
After the journal has passed edits, both header status and budget status are Valid. However, the journal is not automatically submitted for approval.
Description in PeopleBooks for 'Creating Journal Entries':
1. Click link for "Create/Update Journal Entries - Lines Page"
2. Under the "Process" section this is what it says for "Edit Journal": Select to immediately initiate the Journal Edit process (GL_JEDIT_0).
If the journal passes the edit check, the system automatically submits the journal for approval.
STEPS TO REPLICATE
1. Add Journal: General Ledger > Journals > Journal Entry > Create/Update Journal Entries > Save > Journal Status = N
2. Journal Approval tab: Approval Status = None, Submit icon available, Approval Action = Approve
3. Back to Journal Lines tab: *Process = select 'Edit Journal' > click Process
Message: Would you like to wait for confirmation that the Edit process has completed? (5010,465) > select 'Yes'
4. Journal Edit completes successfully and the Journal Status = V
5. Approval tab: Approval Status = None
