Invalid Link To U.S. Department Of Education in Faculty Center When Clicking on FERPA Link

Symptoms
In the Faculty Center (Classic and Fluid) on the "View FERPA Statement" information, when clicking the link "U.S. Department of Education Family Educational Rights and Privacy Act (FERPA)", results in following error:
Page Not Found - 404
The issue can be reproduced at will with the following steps:
Classic:
- Log in as admin.
- Go to Set Up SACR > Common Definitions > Self Service > Student Records.
- In the Enrollment tab, check the Display FERPA Statement link in Faculty Center option.
- Click Save and sign out.
- Log in as instructor.
- Go to Self Service > Faculty Center > My Schedule.
- Pick a class and click either Class Roster, Grade Roster, or Gradebook.
- Click the View FERPA Statement link.
- Click the link at the bottom "U.S. Department of Education Family Educational Rights and Privacy Act (FERPA)".
- A new tab or window will open and take you to U.S. Department of Education website but displays "Page Not Found - 404".
Fluid
- Log in as admin.
- Go to Set Up SACR > Common Definitions > Self Service > Fluid Configuration > Faculty Center > Faculty Center Setup.
- Check the Display FERPA Statement option.
- Click Save and sign out.
- Log in as instructor.
- Go to Faculty Homepage and click the Faculty Center tile.
- Access the either Class Roster or Grade Roster.
- Click the View FERPA Statement link.
- Click the link at the bottom "U.S. Department of Education Family Educational Rights and Privacy Act (FERPA)".
- A new tab or window will open and take you to U.S. Department of Education website but displays "Page Not Found - 404".
