HCM: Delegation Page Timing Out When Loading Default List of Proxies

Symptoms
The Create Delegation Request page is timing for some users when loading in the list of default proxies.
The issue can be reproduced at will with the following steps:
1. Navigate to Delegations Tile > Create Delegation Request
2. Enter Dates and click Next
3. Page times out.
