E-FA: URL Maintenance Using A HTTPS URL Does Not Work (Doc ID 3058117.1)

Symptoms

When testing a URL added via URL Maintenance (PeopleTools > Utilities > Administration > Maintain URLs) via the PeopleTools Test Utilities (PeopleTools > Utilities > Debug > PeopleTools Test Utilities), the user is prompted to "choose a file" and upon clicking the file the user is taken to the local machine not to the URL.
