E-PUM: Running Data Conversion AE - DC3490280 Fails with Error Position: 451 Return: 942 - ORA-00942: table or view does not exist

Symptoms
When applying a PUM (PeopleSoft Update Manager) Change Package, it fails on 'Run Data Conversion AE - DC34902807' step.
The job.log contains the below error:

The issue can be reproduced at will with the following steps:
1. Apply the PUM Change Package via Change Assistant.
2. The process fails at 'Run Data Conversion AE - DC34902807' step.
