Post Enrollment Requirement Checking Not Considering the Catalog Requisites if the Student Failed to Meet the Requirements Set at Course Level

Symptoms
A student is allowed to enroll in classes that have requirements on the COURSE and on the Class Associations that should "Also use Catalog Requisite" but post enrollment requirement checking does not consider the student at a later date if the student failed to meet the requirements set at the course level.
The issue can be replicated with the following steps (specific courses given as an example):
1 Create a requirement group for Math 100; set up a pre req of Math 10 , and co req of Math 101.
Curriculum management > Enrollment requirements > Requirement group.
2. Create a 2nd requirement group for Math 100, giving it a Co Req of Math 101.
Curriculum management > Enrollment requirements > Requirement group.
3 Create a requirement group for Math 101; setup a pre req of Math 10 and a co req of Math 100.
Curriculum management > Enrollment requirements > Requirement group
4 Create a 2nd requirement group for Math 101, giving it a Co Req of Math 100.
Curriculum management > Enrollment requirements > Requirement group.
5. Attach the Math 100 requirement group created in step 1 to Math 100 at Curriculum management > course catalog > course catalog.
6. Attach the Math 101 requirement group created in step 3 to Math 101 at Curriculum management > course catalog > course catalog.
7. Curriculum management > schedule of classes > Schedule New Course
Schedule 2 sections of Math 100 for the future Spring term giving them class association numbers of 3 and 7.
8.Curriculum management > schedule of classes > Schedule New Course
Schedule 2 sections of Math 101 for the future Spring term giving them class association numbers of 3 and 7.
9. On the Curriculum management > schedule of classes > Adjust class associations page, open Math 100; on the requisite tab, add a row for class association 3 giving it the Math 100 requisite group created in step 2, turn on the check box to Also Use Catalog Requisite and save.
10. On the Curriculum management > schedule of classes > Adjust class associations page, open Math 101; on the requisite tab add a row for class association 3 giving it the Math 101 requisite group created in step 4, turn on the check box to Also Use Catalog Requisite and save.
11. Enroll the student in the prior fall term for Math 10.
12. Enroll the student for the future spring term in both math 100 and math 101 that have class association 3.
13. Post a failing grade for your student in your student for math 10 in the prior fall term.
14. Open Curriculum management > Enrollment requirements > Post enrollment requirement checking and run the process for the spring term. Note that the student is not selected to be dropped even though they do not meet the pre req of Math 10 set on the course catalog.
