HCM: Users Not Receiving AWE User-list Emails After Implementing Notification Composer

Symptoms
AWE emails set up to send to User Lists are no longer sending after implementing Notification Composer.
The issue can be reproduced at will with the following steps:
1. Navigate to Enterprise Components > Approvals > Approvals > Approval Setup.
2. Update the "EOFM" Process ID so its Route for Approval event sends notifications to a User List.
2. Navigate to ESS fluid home and submit one of that fluid Form for approval
3. The email is not sent to the user list.
