The Filter In the Fluid My Receipts Page Does Not Use the Date Field for a User With Role/Action RECV_POWER Assigned

Symptoms
My Receipt tile filter page doesn't take into consideration the date filters, the search results are filtered based on the User Preference (Days +/- Today) setting for the receipt not the filters on the page.
The issue can be reproduced at will with the following steps:
1. Navigate to : eProcurement > My receipts then press on the filter icon.
2. Change the "received Date" filters to any dates.
3. Notice that this will not take any effect on the search results.
4. Now Navigate to : Setup Financial/Supply Chain > Common Definition > User Preferences > Define User Preferences, Change the Days +/- Today) setting.
5. Navigate again to eProcurement > My receipts.
6. Notice that the search results are now reflected the changes on the User preferences page and not the filter page.
