SFP: Graduated SAFI was sent on the Program Action of "Petition to Graduate" Instead of "Completed"

Symptoms
A Graduated “G” SAFI was sent to Enrollment 0002 in SFP (Student Financial Planning) on 12/7 which caused the student’s Fall 2022 aid to be cancel, but that Graduated SAFI was sent on the Program Action of "Petition to Graduate" and not "Completed".
This student is still in their 0002 Enrollment until Fall 2022 ends and he/she needs to keep their aid.
The desired behavior would be that the "Graduated" SAFI should only be sent when the student's program is in "Completed" status.
