Run Control Delete Summary Page Is Showing Invalid Last Modified Time And Process Instance

Symptoms
The Delete Request summary page does not show correct Date Time udpated for any delete request. Also, the Process Instance is incorrect and cannot be searched on the Process monitor page.
Steps:
1. Open the Delete Run Control page.
Personalize Homepage > Add Tile > Run Control Management > Run Control Delete
2. Create a new request to delete a run control for any user.
3. Submit the request.
4. On the Summary page, open any previous request and see the Date time.
5. Open the above request that you submitted and see that the Date time is same.
6. Search for the PI on the Process Instance page to see that nothing shows up.
