Symptoms

On Fluid Job when user clicks on View Job Details link with Effective Date/Sequence 1 Row, the Job Details page displays "2 of X" instead "1 of X" pages for a waiting for approval transaction.

The issue can be reproduced at will with the following steps:
1. Log in with Manager
2. Navigate to Workforce Administrator > Manage Human Resources > Manage Job
   (Make sure to have a completed transaction on the same day e.g. 10/29/2024)
3. Click on "Create Job Action" and create an "Effective Sequence = 1" transaction for the same day e.g. 10/29/2024
4. Log in with Approver
5. Click on the pending approval transaction in the "Notification" section (right panel)
6. Click on "View Job Details" link
    - On the "Job Details" page see that is displaying as page "2 of X" instead "1 of X"
    - Click on the ">" icon see that is displaying as page "3 of X" which is correct
    - Click on the "<" icon see that is displaying as page "2 of X" which is correct
    - Click on the "<" icon see that is displaying as page "1 of X" which is correct.
