Goal
Is the date used by COBRA to calculate overage dependents a "thru or to" date? In other words, when a dependent becomes an overage dependent at 19 or at 26 (depending on the dependent age rule), will the system take that to mean thru their 19th year (or 26) ; or on the day they turn 19 (or 26) or on a different date?
