E-AS: Could not connect to Application Server <domain>, Network API Error (Doc ID 608763.1)

The Application Server boots up without any error messages, but users trying to connect to the Application Server get an error saying "Could not connect to Application Server <domain>. Possible causes are: the server name/IP address and port for the Application Server alias are incorrect, the Application Server is not booted, or the network is unreachable".
