Symptoms
In a pay run for a population of about 8000 employees, more than half do not have any voluntary deductions withheld. The employees have wages, and taxes are withheld (TOTAL_GROSS and TOTAL_TAXES are greater than zero), but TOTAL_DEDUCTIONS for these employees is zero.
