Ignore plan vs Cross Plan validation (Doc ID 611824.1)

Symptoms

A situation could arise whereby it is necessary during an event such as with Open Enrollment, for a plan with Cross-plan validation to not be prepared.  In many instances, setting "Ignore Plan" would allow for this to work fine.  However, with Cross-plan validation in place, the plan that is being validated against, does not prepare and therefore, there is nothing to compare against.

This could cause the situation in which a "Waive" could have been previously selected for the cross-plan type and when finalizing the event, it causes that plan to "terminate".

i.e. EE is enrolled in Plan type 21 with a "VOLIF2" plan
      EE has "waived" plan type 27  ( plan type 27 has Cross-plan validation on Plan type 21)

If the Event Rules have "Ignore Plan" set on, it means that "Pre-enter" is not turned on.  Therefore, when the event is finalized with defaults it still validates "Eligibility" for the plan and does not "find" the plan type 21 enrollment to use to validate against "27".  Therefore, it assumes there is no enrollment in plan type 21 and terminates the coverage in plan type 27.
