E-NV: nVision Reports Fail With Error: "Open method of Workbooks class failed"

SPECIFIC TO: nVision
Symptoms
When opening an nVision layout via the web or via the client workstation, it will throw error:
"Excel interface exception [E:\pt851-903-R1-retail\peopletools\src\psnxl\gridapp.cpp:2109] Open method of Workbooks class failed' Error for 'Microsoft Office Excel: '. (28,160)
Message Set Number: 28
Message Number: 160
Message Reason: 'Excel interface exception [E:\pt851-903-R1-retail\peopletools\src\psnxl\gridapp.cpp:2109] Open method of Workbooks class failed' Error for 'Microsoft Office Excel: '. (28,160)"
When the nVision reports are run via the web, it ends in "No Success" and this error can be observed via the nVision trace file, nvs_####.nvt.
