AP: Unable to Associate a receiver to the voucher - the receiver is not showi (Doc ID 617849.1)

Symptoms

Customer creates PO Vouchers and goes to Associate Rcvs page on the voucher line.  He enters in a valid PO Business Unit, PO Id, Receiver BU and Receiver Id, however he receives the error, "Invalid value press the prompt button or hyperlink for a list of valid values."  The receiver is not being listed as available.

This was not happening to all PO Voucher and/or receivers.  They were saving the voucher without associating the receiver and they got matching exceptions R500.
