Why Are Receipt Cancellations and RMA Receipts Costed at the Wrong Cost when Working with Actual or Average Costed Items?

When working with Actual Costed Items (which are NOT Serial or Lot Controlled and the Cost Flow is FIFO or LIFO) or Average Costed Items:
1) Receipt cancellations are often not costed at the Receipt cost,
2) RMA Receipts are often not costed at the issue cost.
