Symptoms

Trying to boot an application server domain, it fails to start.  The Tuxedo log shows the following messages

     175428.fccoracle!JSL.25146: JOLT_CAT:1079: ERROR: Error starting minimum number of handlers
     175428.fccoracle!JSL.25146: LIBTUX_CAT:250: ERROR: tpsvrinit() failed
