Symptoms
When running Application Engine from command line (PS_HOME\bin\client\winx86\psae), it failed with this error;
"Debugging has been forcibly disabled due to a Configuration or communication problem"
Changes
The error occurred because the Local PSDBGSRV Listener Port set in Configuration Manager is already being used by another application. After changing it to a different port, the problem was resolved.
