ISSUE #1 :

Questioning why the system date on the Federal Tax Data panel changes whenever a tax update is placed into production, any coding pushes by our DBAs, etc.  They believe that the only thing this date should show is when someone from our tax team makes a change to an employee's tax information, or the change comes from ESS or MSS.

Symptoms

ISSUE #2:
The last action on Fed_tax_data created by Employee from selfservice was overwritten by PS delivered Tax processing SQRs.  Customer Impact: The payroll department is not able to display the proof or audit stamp of the transaction done by the employee in self service so they can validate their current tax withholding status. Without proof of the employee being the person who updated the specific tax status for a record, we have become open to being liable for tax debts and tax refunds based on employee tax changes being done by the System and not the employee.
