Option to Decline Coverage Appears on eBenefit Election Page (Doc ID 639947.1)

Symptoms

In certain precisely defined situations, employees may see a radio button with an option "No, I do not want (Plan Name)" on an eBenefit enrollment page.  If the employee checks that option, eBenefits will display a message "you have declined coverage."
