Symptoms

When attempting a Full Data Publish from HCM using the DEPT_FULLSYNC message and LM_DEPT_FULLSYNC message in ELM, the following error is displayed: "Unable to find a Routing corresponding to the incoming request message".  In this example, HCM is on PeopleTools 8.47 whereas ELM is on PeopleTools 8.48.
