Goal

PeopleTools > Utilities > Administration > PeopleTools Options > Maximum App Message Size can be set. When Full Table Data Publish running, eg. person_basic_fullsync, to improve integration broker performance, this max message size parameter can be used to make message size smaller. This doc explains how to the max message size works.
