ETL8.x & 9.x: TL Load PSPLDTL1 Abend With ORA-00001: Unique Constraint (SYSADM.PS_PAY_LINE) Violated (Doc ID 659629.1)

Symptoms

We are running Time and Labor payroll udpate process and it is giving unique constraint error. Ran Pre-sheet / Pre-calc no errors are showing up. It is inserting a row in Pay line with blank Emplid. Even if we run calc for the employees who got taken by payroll, Preliminary calc is also inserting a row to Pay line with a blank emplid. .

Here is the error message from the cobol Log file:
