In particular situations some output formats are processed by different processes, which run differently between environments.
By default, this field is set to %DBBIN%, and the problem appears to be that when disabling psaesrv service and running app engines directly through psae.exe, then the Current working directory is set to the %DBBIN% and it is actually searching for the CACHE folder under there.
If the issue is only showing up for PDF and RTF, the reason for this is that for HTM and XLS output formats, the system-temp-dir may be hardcoded in the peoplecode itself. It has setting to be the PS_SERVDIR directory.
