NOTE: As the issue that caused the duplicate rows in the commitment control tables only impacted data in Financials 8.4, 8.8, 8.9 and 9.0 - and the issue was resolved prior to the release of Financials 9.1 - the cleanup utility is not needed starting with Financials 9.1 and up.
