Symptoms

When attempting to validate Change Assistant 8.49, the following error occurs:

ERROR
-----------------------

No Environments were found in the Environment Management Hub.
Note: All agents should be running and sending pulses for all Application,
Batch, File and Web Servers for the environment before Change Assistant is started.

STEPS
-----------------------
By following these steps the issue can be reproduced:
1. Change Assistant
2. Tools
3. Validate

IMPACT
-----------------------

Change Assistant will not be able to apply updates without being able to find the environments.
