Symptoms
When finalizing a project budget, the PC_WRAPPER process runs to success but the commitment control (KK) journals are not created and posted as expected. This prevents posting project budgets to commitment control.
Replication steps:
--------------------
1. Navigate to Grants > Awards > Project Budget
2. Add a budget item.
3. Finalize the budget.
4. The PC_WRAPPER runs to success but the KK journal is not created and no KK error found.
