Even though a Hierarchical Picklist is configured based on the steps documented in the Siebel Bookshelf, the Hierarchical Picklist was not expanding or collapsing.
After following above documentation, the hierarchy is displayed but when user try to Expand or Collapse a parent item receive the errors "Method Collapse is not allowed here." or "Method Expand is not allowed here."

This error was corrected by adding two applet user properties to the Hierarchical List Applet, but the users were still not able to Expand or Collapse.
