Symptoms

ISSUE STATEMENT
---------------
Wave launch fails when launching a campaign that contains a wireless treatment. This occurs after upgrading to fix pack 8.1.1.3 and the error does not occur in previous 8.1 fix packs


ERROR

This is the error which occurs during the execution of the Marketing Wave Launch workflow:

Error/Warning : Error invoking service 'Wave Execution', method 'SendOffers' at step 'Send Offers / Vendor Lists'.
(SBL-BPR-00162)

The Campaign Wave cannot be launched because the Wave does not exist.(SBL-MKT-00393)

STEPS
---------------
The issue can be reproduced at will with the following steps:
1. Create a campaign which contains a wireless treatment
2. Allocate the wireless treatment to a list or segment associated to the campaign
3. Load the campaign (this will complete successfully)
4. Launch the campaign, and then the error referenced above is triggered
