Docserver is not processing requests - jobs submitted remain in Queued state

Document Server is not processing any request.
o Correspondence screen shows that correspondence is in Queue
o S_SRM_REQUEST table has Job status as QUEUED.
o Restarted Document server but issue not resolved.
SBL-SCB-00016: Inherited socket (0) is invalid. The SCBroker listening port may already be in use by another process.
