Error: "ORA-28001: the password has expired" When Attempting to Connect to a P6 Database

Symptoms
Symptom #1:
When attempting to log into P6 Project Management, the following error is received:
ERROR
-----------------
"Unable to connect to database. Would you like to configure the connection now?"
When selecting 'Yes' to configure the database connection, the following error is received:
ERROR
-----------------
"Bad public user name or password. Database Server Error: ORA-28001: the password has expired"
Symptom #2:
When using the P6 Administration Application, receive the following error at login with the privileged username:
ERROR
----------------
Unable to resolve privileged username and password ORA-28001: the password has expired"
Symptom #3:
The following error is received when starting P6 from Weblogic:
ERROR
----------------
Caused By: org.springframework.jdbc.CannotGetJdbcConnectionException: Could not get JDBC Connection; nested exception is java.sql.SQLException: ORA-28001: the password has expired
Symptom #4:
The following error occurs when running databaselogins.bat:
ERROR
--------------------------
"Unable to create connection from connect string privuser/*****@oracle:<HOST>:<PORT>:<SID>:SQLException (ORA-28001: the password has expired)"
