Assignment Batch Manager Job Is Not Created When Running Territory Alignment (Doc ID 1415383.1)

Symptoms

When attempting to run Territory Alignment, Batch Assignment Job is not being created.

In the Workflow Process Manager log, the error below is seen:

To reproduce the error:

1- In the application go to Territory Administration > Alignments Administration

2- Click on the "Run Alignment" button
