Assignment Batch Manager Job Is Not Created When Running Territory Alignment

Symptoms
When attempting to run Territory Alignment, Batch Assignment Job is not being created.
In the Workflow Process Manager log, the error below is seen:

1- In the application go to Territory Administration > Alignments Administration
