Application Server In Handshake Failed Status

Symptoms
After installation and configuring Siebel application the following error occurs.
Error
Server Status is "Handshake failed"
The following error appears on srvrmgr.log file :

The issue can be reproduced at will with the following steps:
1. install siebel siebel application
2. configure
3. status is Handshake failed
