Symptoms

When attempting to start siebel application after DB re-size,
the following error occurs.

Please continue or ask your systems administrator to check your application configuration if the problem persists.
SQLParseAndExecute Execute 5 0 2012-03-29 06:33:07 ORA-28365: wallet is not open


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Database re-sized
2. Re-started siebel application
3. Application not started and given errors - ORA-28365: wallet is not open
