The requirement is to enable users to delegate activities across organizations. Currently in Siebel standard Activity Form Applet the pick applet opened from the "Owner" control doesn't allow to pick employee from other organizations. To change this behavior, the popup visibility of BC 'Employee' at pick list level is overridden , namely by setting to "All" the 'Visibility Type' property of pick list 'PickList Owned By'. Now in the Activities Screen ,  when select as activity owner an employee from another organization, below error occurs.

If set manually the "Owner" control and hit the TAB key, get the following errors:
- - -
[1] Wrong field values or value types detected in field Owner. Please re-enter your field values. If you need additional assistance, please refer to the documentation.(SBL-UIF-00299)
[2] An error has occurred picking the current row. Please continue or ask your systems administrator to check your application configuration if the problem persists.(SBL-DAT-00292)
[3] No match was found for value '"1-7JXVE1"'.(SBL-DAT-00290)

If open the pick applet with the F2 key, the list comes up correctly, namely it displays also the employees from other organizations as expected, but selecting such employee triggers the following errors:
