Symptoms

When running a Local Database Initialization from Siebel Tools or Mobile Client, it exits with following error during the "Reading common parameters" process:

Upgrade Wizard did not complete successfully.  Please examine the log file for details and restart the Siebel application to attempt the upgrade again.

Upgwiz.log showed following error:

DBCLog    DBCLogError    1    000000024ff50c20:0    2012-07-05 17:16:06    [Sybase][ODBC Driver][Adaptive Server Anywhere]Invalid user ID or password
