Start Up of Siebel Gateway/Server Services Fails with Message "not started: Cannot confirm start of service process" (Doc ID 1533845.1)

Symptoms

The Siebel 8.1.1.9 fix pack was applied. Then when attempting to start the Siebel Gateway or Siebel Server services, the following error occurs.

Error
"not started: Cannot confirm start of service process"


Steps to Reproduce
The issue can be reproduced at will in customer's environment with the following steps:
1. Resource the Siebel environment script.
2. Execute the command "start_ns" (Siebel Gateway) or "start_server all" (Siebel Server).
3. It fails and below message is displayed:
  "not started: Cannot confirm start of service process"
