Installation FP 8.1.1.10 fails with "Error:No installed language found in selected home" (Doc ID 1550940.1)

Symptoms

With the following condition, installation of Fix Pack (FP) 8.1.1.10 for Siebel Enterprise Server (SES) fails with the error "Error:No installed language found in selected home."

- The current FP level is between 8.1.1 and 8.1.1.7. In other words, it has been installed with the Installshield based installer (./setuplinux).
- This SES installation only has Siebel Server. It is typical for the second Siebel Server installation.

Here is the reproducible steps.

1) Launch the Installshield based 8.1.1 installer (./setuplinx)
2) As a product, select "Siebel Server" only.
3) Choose "Typical" as the setup type.
4) Choose only "enu" as the language (It also occurred with other language, such as "jpn".)
5) Go through the rest of steps to finish the installation.
6) It does not matter if Siebel Server is configured or not.
7) In addition, the Installshield based FP (from 8.1.1.1 to 8.1.1.7) may be applied on top of 8.1.1.
8) Launch ./runInstaller for FP 8.1.1.10 SES.
9) Click Next on the Welcome screen.
10) Select "Existing Installation" and make sure the Oracle Home Name shows the current installation.
11) Click Next.
12) Then the GUI shows no changes, while the separate window that started ./runInstaller shows the following error.
Error:No installed language found in selected home.

If ./runInstaller runs with -debug option, following additional information is shown. Please note "Installed Languages" is blank.
