Siebel 8.1.x CIR Component Is Unable To Process Inbound eMail , getting error: Error occurred while opening file '/siebel/siebel/siebsrvr/bin/incoming/OriginalMessageText_....(SBL-UIF-00229)

We tried to restart CIR. When we restarted it works for few days and processes new mails.
We generated the logs again and found out that in between CIR is tring to process same error prone mail "OriginalMessageText_1_1_51591B34_2_CFE17049.txt " again and again.
From logs it is observed that this mail was received long back on 4/3/13 or 3/4/13. We cleared incoming directory folder also and could not find above file there now. But still CIR is getting reference of the above mail ? How it is taking reference ?

When attempting to process inbound email
the following error occurs.
