Email Response sporadically creates duplicate Email - Inbound activities

Sporadically when Email Response process a inbound email message it keep creating duplicate activities for the same email forever. We can observer .error files in the Siebel Server BIN/queued/ folder. Once we delete the .error files it stops to create the duplicate activities.
In CommInboundRcvr component log files we can see the following errors:
PrcExec PropSet 4 0 2013-08-08 18:18:07 Erro ao invocar o serviço 'Inbound E-mail Manager', método 'AddAttachments' na etapa 'Add Attachments'.(SBL-BPR-00162)
Não foi possível criar registro de anexo no business component "Action Attachment" para o arquivo ".gif" armazenado em "E:\sea78PRD\siebsrvr\bin\incoming\ATT_1828_1_1_5202A7D6_797_0_2BFC5709.DAT".(SBL-CMI-00118)
'ActivityFileName' é um campo obrigatório. Informe um valor para o campo.
The error above indicates that on Step Add Attachments of eMail Response - Create Activity workflow it failed since it tried to create an attachemtn for the activity with the name ".gif". As it does not have a File Name Siebel give the error SBL-DAT-00498, since the ActivityFileName is a required field.
