Generate Triggers and Workflow Jobs Fail with error SBL-SEC-10018 After Upgrade to 22.214.171.124

Generate Trigger component failed with the following error message after upgrading to version 188.8.131.52
SBL-ESC-00006: Unable to connect to the database.
[DataDirect][ODBC Oracle driver][Oracle]ORA-01017: invalid username/password; logon denied
This error appears when a Job is submitted but it works fine if srvrmgr is used
start task for comp GenTrig with EXEC=True, Remove=False, PrivUser=siebel, PrivUserPass=siebel
Same behavior can be observed for WFProcMgr when submitting a job for this component using different username/password values (different than sadmin). The log would show the following errors in that case:
ObjMgrLog Error 1 0000072153581804:0 2014-04-24 13:25:50 (oracon.cpp (3896)) SBL-DAT-00446: You have entered an invalid set of logon parameters. Please type in your logon parameters again.
GenericLog GenericError 1 0000072153581804:0 2014-04-24 13:25:50 (secmgr.cpp (2768) err=4597538 sys=0) SBL-SEC-10018: You have entered an invalid set of logon parameters. Please type in your logon parameters again.(SBL-DAT-00446)
This can also cause a crash when it tries to evaluate the passwod for this process.
