Apostrophe and some special characters are showing up as HTML encoded characters in Tooltip in Open UI (Doc ID 1615616.1)

Problem Statement :

When an apostrophe is used in the content, the tool tip displays in HTML encoded character in place of the apostrophe.

Steps to reproduce:

---------------------

1. Login to Siebel application running in Open UI mode.
2. Go to Accounts > Accounts List.
3. Drill down into an account.
4. Go to Notes > Private Notes.
5. Add a record with "Description" field : It's a test again!
6. Save and step off. Go over the Description and you will see the tooltip.
