Symptoms

When migrating Siebel 8.1.1.5 SIA to 8.1.1.11 SIA, we are facing an issue during the db upgrade (dev upgrep). The process fails during the step "Execute Incremental Repository Merge" (Tools showing error):

SBL-DAT-00192: Unable to find the definition of Business Service 'Siebel Tools IPack Deployer' in either the repository or run-time tables.
Please ask your systems administrator to check your application configuration if the problem persists.ObjMgrSRFLog
