Task Log Clean Up Component Is Removing S_TU_LOG Records Even When The Task Has Not Be Finished

The S_TU_LOG record is deleted whilst the user is still in the task. The user will be prompted with an error message "The selected record has been deleted by another user since it was retrieved. Please continue. (SBL-DAT-00494)"
Only Completed Tasks logs should be deleted, excluding ones that have been paused or still in progress
The issue can be reproduced at will with the following steps:
1. Turn Task Log Clean up component on
2. Start a task with a commit step followed by another TBC view and proceed to that view
3. Wait 5 minutes for the task log to be deleted.
4. Attempt to change a field value and error will be raised. "The selected record has been deleted by another user since it was retrieved. Please continue. (SBL-DAT-00494)"
